Brazil has one of the largest broadband markets in Latin America, though broadband penetration is only slightly above the Latin American average, trailing behind neighbouring Chile, Argentina, and Uruguay.

Substantial investments and regulatory reforms were implemented before the FIFA World Cup was held in 2014. The process is expected to develop further in anticipation of the 2016 Olympic Games (also being held in Brazil). In particular, the General Competition Plan regulating wholesale services and infrastructure sharing such as Local Loop Unbundling (LLU) and bitstream access should drive competition in the broadband market. The Games are stimulating investment in infrastructure, though the chief beneficiaries will be the host cities rather than the country at large.

Another major development is the construction of a new submarine cable network the Atlantic Cable System (ACSea) linking Brazil with the USA, Europe, Africa, and several Latin American countries. When completed, it will substantially increase bandwidth and reduce broadband prices in Brazil.

Oi is the leading broadband network operator, closely followed by Net, Vivo and GVT. Oi and Vivo, which use mainly ADSL technology, have been losing market share to Net and GVT, which offer faster connections the first over HFC cable, the second over a NGN network with a Fibre-to-the-Cabinet (FttC) architecture.
